A WebM carries its sound as Opus, or as Vorbis on older files. Both are good codecs, and browsers, current Android phones and VLC all handle them fine. The problem starts when the file has to leave that world. Apple Podcasts and Spotify will not accept it, QuickTime and Windows Media Player will not open it, car stereos do not list it, and most audio editors need an extra codec library before they will read it. A WebM is usually a recording of something: a client call, a standup, a screen with a live system on it, a voice note left in a web app. The browser opens that file, pulls the audio out of it and writes the MP3 on your own machine, so none of it is handed to a server on the way.

The output is a plain MP3 at 128 kbps and 44.1 kHz. There is no bitrate picker, which is worth saying plainly rather than letting you find out. For speech, lectures and meeting audio that setting is comfortable, and it is the same on the twentieth file as on the first.

How to convert WebM to MP3
Add your WebM files, let the browser decode the Opus or Vorbis audio inside them, and download an MP3 at 128 kbps. There is no shortcut copy for this one, the sound is decoded and encoded again, and the video track, if the file has one, is left behind. WebM and MP3, side by side
WebM is a container built for delivering video to a browser, and it is good at that job. MP3 is an old audio format whose specification stopped moving a long time ago. Everything in the table below explains why the older one is the one that plays.

The one row that does not favour MP3 is the codec itself. This is already compressed audio being decoded and compressed again, so the MP3 is a second generation copy rather than a lift of the original sound.
MP3 is the weaker codec and still usually the right answer
Opus is a modern codec and it is more efficient than MP3 at the same bitrate, so in technical terms this conversion is a step down rather than an upgrade. You are also re-encoding audio that was compressed once already, and a little detail goes for good in the process. What comes back is a file that opens on a car head unit older than the recording, imports into a DAW without anyone installing a plugin, uploads to a podcast host and plays on a phone that has never heard of Opus. For speech that trade is easy. For music you should expect to hear some of it, first in cymbals, applause and other busy high frequencies.
If the place the file is going can already play Opus, and browsers, VLC and most current Android phones can, then converting costs you quality for nothing. Try the WebM there first.
Where the MP3 works, and what it still will not fix
MP3 is the most widely supported audio format there is, which is the entire reason to make one. It is also just an audio file, so it inherits every limit that comes with being one. Here is the honest split.
It plays where the WebM did not: car stereos over USB and Bluetooth, hi-fi and disc players, older iPhones and Android phones, Audacity, Logic, Reaper, Premiere Pro, podcast hosts, transcription services and speakers that read from a memory card.
It does not raise quality. 128 kbps is what comes out however good the Opus inside your WebM was, and no conversion has ever put back detail that the source did not have.
It will not repair a recording. This tool converts and that is the whole scope, so it cannot trim the first ten minutes off, split a long session into parts, level the volume or take out background noise. That work belongs in an audio editor, before or after.

Why convert WebM audio to MP3
Nearly everyone doing this has hit the same wall. The file is fine, and the codec inside it is not welcome where the file needs to go.
Opus plays in browsers, not in the places files get sent
Opus is well supported where it grew up. Chrome, Firefox and Edge have decoded it for years, current Safari does too, Android has decoded it since version 5.0 and VLC since 2012. What did not follow is everything on the other side of the browser. Apple Podcasts takes MP3, AAC, WAV or FLAC. Spotify takes MP3, M4A or WAV. Windows Media Player needs a codec pack it does not ship with. Car head units, hi-fi players and hardware recorders were built around MP3 and AAC and stayed there.
Editors and podcast tools ask for something else
Drop a WebM into a DAW or an older editor and it is often refused outright, or it imports with no waveform and no way to scrub. Transcription services and podcast hosts often publish input lists that name MP3 and WAV and leave WebM off them. MP3 is the format those tools were built around.
The picture was never the point
Browser and meeting recordings arrive as one file with the whole screen in it, even when all you needed was what people said. Dropping the video track leaves something a fraction of the size that you can listen to on a walk, hand to a transcriber or attach to an email.
Renaming the file does nothing
Changing .webm to .mp3 is the first thing people try and it never works. The extension is only a label, and the bytes underneath are still an Opus stream in a Matroska container. A player opens it, finds nothing it recognises as MP3 and gives up. The audio has to be decoded and written out again, which is what happens here.
A browser recording is usually somebody talking
WebM turns up because something was recorded in a browser: a client call, a team standup, a support session with a customer's screen shared, a voice memo left in a web app. The audio in it is a conversation, which is a different kind of file from a holiday clip, and posting it to an unknown converter just to change a codec is a poor trade.
The decode and the encode both happen in this page through WebAssembly. There is no upload step, no queue on our side, no temporary copy waiting in a bucket for a cleanup job, and no account for a history to collect in. Close the tab and the job goes with it.
